Paul Soto retired from the New York Police Department in March 2005 after a fall while “navigating around a pallet outside of an NYPD doctor’s office. Soto sued the NYPD for a non-taxable accidental disability retirement instead of the ordinary disability retirement he already has although all parties admit he was placed on desk duty for his safety
